There is often a lot of confusion on what you can and cannot do with your landscaping according to the City of Toronto bylaws and whether artificial grass is permitted. In this article, we are going to breakdown all those questions and answer them for you.

Legality & Controversy

The rules around artificial grass in Toronto may seem confusing at first, however it is actually very simple. It all comes down to location. In the City of Toronto, artificial grass installations must respect Toronto’s bylaws, which you can read more about here: Cities Bylaws: Zoning – front yard.

The bylaw includes rules requiring landscaping in the front yards of small residential buildings to be a certain percentage of “soft landscaping” of which artificial grass is not included and therefore, not permitted. Your front yard landscaping can include artificial grass only in a limited percentage based on your overall lot frontage. You can read about the bylaw here.

The City of Toronto’s Bylaws regarding artificial grass have been highly scrutinized and are quite controversial. As released on CBC.ca, one Toronto homeowner received a fine due to her artificial grass front-yard, only a year after being congratulated by the city on her beautiful artificial grass installation.

Another individual, a former city councilor, was asked to remove her artificial grass front yard by the City of Toronto. She never did, and the city never followed up. hese instances are not limited to Toronto and similar events have occurred in Quebec City.

Following all bylaws where applicable, you are free to use artificial grass as you please. Artificial grass installations are wildly popular with homeowners in Toronto due to artificial grass’s numerous benefits and its return on investment.

Outside of the city, in any of the surrounding municipalities, you should inquire with your municipality about your bylaws. Feel free to ask your local artificial grass installer about the bylaws in your town.
